Metal City doesn't have any tricks to throw at you, and you can probably do well by simply following the main track. There are a few strategies that can help you shave off a few seconds from your time, but the most important factor is your cornering. There are a lot of cars roaming around, and if you hit one, you'll lose a lot of speed. Be careful not to land on a car after a jump too. For all types, it's a lot faster to take the top path at the end ramp, before the chain lift that takes you to the finish line. If you can jump high enough without losing too much speed, you'll just make it onto the upper platform and get a chance to take another jump for extra air.

Speed Type
Do a trick off the first ramp if you feel like it and take the bottom path. While faster for the other two, the roof of the tunnel is slower for speed types because they can grind the rail at right of the tunnels entrance. Make the connection to the second rail and then go to the left of the fly ramp as you exit the tunnel.
After the dropoff, go through the left tunnel at the fork. If you can afford it, this isn't a bad time to boost. Upon exiting the tunnel, make sure you aren't riding anyone's turbulence and do a high jump off the side ramp on the left wall to reach the grind rail. Make your turn after getting off the rail and try for the high jump at the end ramp so that you can avoid the chain lift.
Fly Type
Do a trick off the first ramp, but make sure you are not in first place when you land. It's easiest to do this if you purposely get behind someone at the start. When you approach the tunnel, immediately start riding someone's turbulence and do a high trick to burst through the ceiling. This path is a lot less congested and it's faster on the exit because there's no incline. Try to center your fall on the drop off so that you land just before the fly ramp. Take it and go through the rings.
At the next dropoff, go to the right so that you take the right tunnel at the fork. If you're comfortable with jumping, go ahead and boost now. It's not necessary because it could make it difficult to properly land the next jump. After exiting the tunnel, do a high jump near the end of the side ramp to make it through the fly ring. Follow the ring path and ride normally to the end, taking the high path at the final ramp if possible.
Power Type
Play through the course normally until you get to the tunnel fork. Take the right tunnel and go towards the big semi-truck to the right before the ramps as soon as you exit. You'll knock away the truck and be given a straightaway to the turn before the last ramp. Boost as much as you can along this straightaway because your air will be constantly refilled as you hit the cars that litter the street. Remember, power types can knock cars out of the way and gain air in the process.
It's pretty much the normal path from there. Try to get the high path on the last jump, etc. If you're low on air during your next lap, stay to the left after the first ramp to hit a line of cars.
